Job Description:
NuvoLogic Consulting is seeking a skilled Scrum Master/Business Analyst Manager to support the Small Business Administration (SBA) Office of Disaster Recovery & Resiliency (ODR&R). As Scrum Master, you will be supporting critical projects that directly contribute to national disaster preparedness and recovery. You will have the opportunity to collaborate with senior data scientists and disaster recovery subject matter experts, while leading Scrum teams in the product development of advanced data analytics and GIS products that enhance SBA’s decision-making during disaster preparedness, response, and recovery efforts.
Responsibilities and Duties:
- Manage and lead Scrum teams by facilitating all Agile ceremonies, including daily stand-ups, sprint planning, and retrospectives, ensuring adherence to Agile best practices and continuous improvement.
- Collaborate with the Product Owner and client to manage and prioritize the product backlog, focusing on features that align with project goals and provide the highest value.
- Conduct thorough requirements gathering by working closely with SBA stakeholders, senior data scientists, and disaster recovery SMEs. Translate business needs into user stories and actionable technical specifications.

- Continuously reprioritize the backlog to adapt to evolving project needs, ensuring that the team remains focused on the most critical objectives.
- Lead the development of data analytics and GIS products using tools such as AGOL, ArcGIS Hub, Tableau, and PowerBI to provide SBA with actionable insights for disaster management.
- Guide and support testing efforts, define test cases, and coordinate testing activities, ensuring high-quality deliverables.
- Monitor team progress using Agile metrics such as velocity and burn-down charts. Report progress to stakeholders, providing transparency on risks, issues, and impediments.
- Proactively identify risks and impediments, working with stakeholders and team members to remove obstacles and ensure timely project delivery.
- Partner with senior data scientists, disaster SMEs, and IT teams to ensure products meet disaster response needs and integrate seamlessly with existing systems.
- Serve as the primary liaison between SBA ODR&R, product owners, IT teams, and subject matter experts, ensuring clear communication and alignment on project objectives.
- Foster an Agile culture within the team, maintaining a well-groomed product backlog, refining user stories, and supporting iterative product development.
Requirements
- Master’s degree in Information Systems, Business Administration, Data Science, or a related field.
- Minimum of 5 years of experience as a Scrum Master and Business Analyst, with at least 2 years in a significant role within data analytics or GIS projects.
- Certified ScrumMaster (CSM) or Professional Scrum Master (PSM) certification is required.
- Business Analyst certifications such as CBAP or PMI-PBA are highly desirable.
- Familiarity with data analytics, data visualization and GIS tools like AGOL, ArcGIS Hub, Tableau, and PowerBI.
- Experience in disaster management, federal government operations, or rapid response environments is highly desirable.

- Experience and familiarity with SBA IT systems and infrastructure is a strong plus.
