Description Of Job This position exists to provide project management for construction related projects. Examples of expertise required include building systems, heating, ventilating and air conditions systems, piping systems, automation and control systems, electrical systems, construction and fabrication techniques.
This position will manage Controlled Maintenance projects, Emergency projects, In-House projects and review building audits.
The responsibilities will include managing professional engineering consultants, architects, contractors, review plans, specification and construction work, establish design and construction criteria and process all on a statewide basis.
A summary of the duties and responsibilities will include, but are not limited to, the following: - Project Management - This position will develop and manage capital construction, controlled maintenance, in house and emergency project to include the initial concept scope, feasibility study, budget formulation, contracting, contract management and construction review/observations. Approves changes in the work and certifies applications for payment. Imparts technical expertise to ensure optimal performance of design and construction work and in the evaluation of quality control tests to measure conformance to design standard and specifications.
- Facility Audits and Planning - The Capitol Complex Master Plan and the existing Facility Audits are updated each year. This position will manage the updates to the Facility Audits which will then be used to update the Master Plan. As part of the Audit update the following need to be reviewed and updated; executive summaries, building conditions, scopes of work and estimates, Each building and each set of building systems need to be assessed and scored using an existing scoring matrix. Once the matrix is filled out, projects will be identified and prioritized.
- Consultant and Contractor Selection - This position will conduct the process of selecting professional architectural and engineering design consultants. Negotiates fees, contracting, terms of contract and the scopes of work. Reviews designs and specifications for completeness, satisfaction of program need and intent, technical content, code compliance, constructability and economic efficiency. Participates on selection boards for other state agencies to determine consultant and contractor qualifications. Prepare RFPs, RFQs and bid out design and construction projects following state procurement and OSA agreements and guidelines. Lead the review and selection process for assigned projects and participate in the selection process of larger projects. Resolve bid discrepancies and confirm there are no conflicts of interest or scope gaps.
- Building Technologies Expertise and Support - Technical expertise and support to CCF staff in their operations and maintenance of CCF facilities. Advises and provides services to divisions and programs statewide. Acts as authoritative technical expert to management and other agencies and departments in the areas of architecture and engineering, construction management and project management.
- A/E Guidelines - Establish and maintain architectural and engineering electronic (CAD and BIM) guidelines/standards for the design of projects on a statewide basis (Grand Junction and Denver Metro). Exercise oversight of Engineers and Architects in the design of projects, investigations of existing systems, evaluations of departmental and program needs, formulations and recommendations through facility audits and the existing CAD and BIM electronic documents. Manage and maintain the existing BIM database, look for areas to expand and improve the system.

Class Code & Classification Description H1K3XX PROJECT MANAGER II
Experience Only At least eight (8) years of relevant experience in contract management, planning, project management, architecture or managing construction projects
OR Education And Experience A combination of related education and/or relevant experience in contract management, planning, project management, architecture or managing construction projects equal to eight (8) years
The
exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:
- Previous State Service related to the work assigned to the position
- CO Architectural License
- Professional Engineer License
- Architectural Intern, having completed or nearing completion of the NCARB Intern Development Program, (IDP).
- At least three years’ experience as an Owner’s Representative/Project Manager
- Proficiency in Building Information Modeling, (BIM) AutoDesk, Revit release 2022.
- State Buildings contract management or AIA contract management
Conditions of Employment: - A pre-employment criminal background check will be conducted as part of the selection process.
- Must have and maintain a valid Colorado Driver's License
