Job Description and Duties

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.

Duties:

  1. Manage Total Maximum Daily Load (TMDL) or basin planning projects.
  2. Manage contracts for TMDL or basin planning projects.
  3. Develop Geographic Information System (GIS) maps as needed.
  4. Provide internal and external reports as needed.
  5. Participate and communicate at internal and external meetings.
  6. Provide presentations at Board Meetings as needed.
  7. Assist other staff on projects as needed.

The chosen applicant may be a project manager with oversight by the unit supervisor.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience with formatting Microsoft office software, databases, spreadsheets, GIS, statistical and data visualization software.
  • Work experience with projects requiring a scientific basis and involved strong planning and policy element.
  • Work experience and knowledge, as it applies to watershed planning, water quality planning or restoration.
  • Experience giving presentations to various level professionals and to the public.
  • Experience writing professional published articles or technical reports for various governmental entities.
  • Experience analyzing and interpreting data for a work-related research project.
  • Experience developing and maintaining cooperative and collaborative relationships.

Water Board employees may be eligible for benefits. Health benefits and leave programs are available for most permanent, full-time employees, and some permanent, part-time employees. Benefit eligibility may depend on length of service and may be subject to collective bargaining agreements negotiated between the State of California and employee organizations that define wages, hours, and terms and conditions of employment.

Statement of Qualifications

A Statement of Qualifications (SOQ) must be submitted along with the State Application and serves as documentation of candidate’s ability to present information clearly and concisely in writing. It should be typed, no more than three (3) pages in length, using Arial font,12 point , and normal margins.

  1. Describe your background and work experience as it applies to your understanding of water quality planning and assessment.  (This may include but is not limited to subjects such as water quality, watershed management, hydrology, riverine or estuarine ecology, fluvial geomorphology, biological assessment, eutrophication and nutrient dynamics in water bodies, limnology or marine biogeochemistry, environmental science, environmental impact assessment (CEQA/NEPA, TMDLs.)

  1. Describe your experience researching, analyzing, and interpreting data.

  1. List the spreadsheet, database, presentation, word processing program, statistical, and data visualization software you have used?  What is your level of expertise with each type of software?

  1. Do you have any experience using GIS or any GIS training?  If so, please explain.

  1. Ability to Communicate: Have you given any presentations?  If so, what was the title/ topic and who was the audience?  List up to four.  Have you written reports/ articles that were/ will be published, or are posted on a website? If so, please list up to four.

  1. Describe your experience and your ability to develop and maintain cooperative and collaborative relationships.
