CHIEF INFORMATION SECURITY OFFICER

Salary: 125 - $64,442 minimum salary

Purpose of Classification

Serves under the direction of the Chief Technology Officer. Works collaboratively with other Cameron County Department Heads and Elected Officials to achieve the goals and objectives of the Commissioners Court. The Chief Information Security Officer (CISO) position requires staying up to date with security issues and working with the IT Director and Commissioner's Court to address concerns and results of the County's security. The CISO will proactively work with business units and other county partners to implement practices that meet agreed-on policies and standards for information security. The CISO should understand Information Technology (IT) and must oversee a variety of cybersecurity and risk management activities related to IT to ensure the achievement of business outcomes where the business process is dependent on technology. The CISO will be responsible for implementing and running the enterprise information security program not only related to confidentiality, integrity and availability, but also to the safety, privacy, and recovery of information owned or processed by the business in compliance with regulatory requirements.

Essential Functions

  1. Responsible for the strategic leadership of the County's information security program
  2. Direct and approve the design of security systems
  3. Ensure that disaster recovery and business continuity plans are in place and tested
  4. Review and approve security policies, controls and cyber incident response planning;
  5. Approve identity and access policies;
  6. Review investigations after breaches or incidents, including impact analysis and recommendations for avoiding similar vulnerabilities;
  7. Maintain a current understanding the IT threat landscape for the industry;
  8. Ensure compliance with the changing laws and applicable regulations;
  9. Translate that knowledge to identification of risks and actionable plans to protect the business;
  10. Schedule periodic security audits;
  11. Oversee identity and access management;
  12. Make sure that cyber security policies and procedures are communicated to all personnel and that compliance is enforced;
  13. Manage all teams, employees, contractors and vendors involved in IT security, which may include hiring;
  14. Create education and awareness program for Cameron County employees and provide training and mentoring to security team members;
  15. Constantly update the cyber security strategy to leverage new technology and threat information;
  16. Monitor the external threat environment for emerging threats, and advise relevant stakeholders on the appropriate courses of action;
  17. Performs other duties as assigned by the Chief Technology Officer.

Minimum Qualifications

A Bachelor's Degree in Computer Technology, Computer Information Systems or Computer Science, or Cameron County related field supplemented by five (5) years' work experience in a data center or computer technical support shop or department; OR any combination of training, education, and experience which provides the required knowledge, skills, and abilities. Cisco CCNA certification or equivalent is preferred. Must have a valid Texas Driver's License, and good driving record. Must have and maintain a clean TCIC/NCIC records check. Must pass a skills exam with a preferred 80% or better.

Knowledge, Skills, And Abilities : (As utilized in the performance of the Essential Functions of the job.)

A demonstrated knowledge of Intel based computers, current Microsoft operating systems and applications, an understanding of networks and topology, and cybersecurity concepts. Must have experience with Microsoft Office products and Internet Browsers as part of daily duties. Required to have advanced skills utilizing TCP/IP protocol and network security concepts and design commensurate with Network+. Have a working knowledge of systems such as Microsoft Exchange, Microsoft SQL, Microsoft Windows Server, Active Directory and VMware. Experience with switching and routing technologies commensurate with Cisco CCNA. Must respond courteously, patiently, and professionally to user requests. Must be able to provide basic first-level technical support for users with IT related issues. Management Experience Preferred.

ADA Compliance

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.

This position is subject to a six (6) month probationary period prior to Civil Service eligibility. Any individual wishing to apply for a covered position with Cameron County must take the Civil Service Examination. Applicants may be required to take any other relevant performance tests once they have passed the initial Civil Service Examination.
